[VOTE] Release Hadoop 0.16.0 (candidate 0)

I've created a candidate build for Hadoop 0.16.0.  Please download  
and try it out.

Should we release this?  Vote closes on Monday, Feb 4.

-1.  We've had 2 blockers that needed to get fixed.  I'll try to get  
a 2nd candidate out for a vote this weekend.

Again, I encourage you all to download and try out these releases.
