   I like this idea
   `select a broker based on which one has the least average resource usage with weight.`.
   
   If I understand things correctly it seems right now we can identify a broker as overloaded using the resource usage but
   then select the broker to move the bundle to based on a somewhat different set of criteria that may or may not always line up (even if it does generally correlate).
