solr process fails to recover collection replica during/after solr restart.
steps to reproduce:
Step 1 : node should have few indexes (more than 1)
Step 2 : subject node with both query traffic and indexing document
Step 3 : restart solr
Step 4 : observe log and see the shard/replica trying to recover by replaying tlog
Step 5 : during reload tlog.$datestamp is created
Step 6 : still fails to reload. and nested tlog.$datenewstamp/tlog.$datenewdiffstamp is created
this shard/replica is marked down.
