   This updates `local_cas.proto` from https://gitlab.com/BuildGrid/buildbox/buildbox-common/-/merge_requests/462 such that access credentials can be specified when staging directories. buildbox-casd can use this to ensure that hardlinks are not used in unsafe setups, preventing cache corruption.
