SPARK-9471 adds MLP and a [TODO item|https://github.com/apache/spark/blob/6add4eddb39e7748a87da3e921ea3c7881d30a82/mllib/src/test/scala/org/apache/spark/ml/ann/ANNSuite.scala#L28] to create a test checking implementation's learned weights against Weka's MLP implementation.
We need to add this as a unit test. The work should include the reference Weka code ran as a comment.
