[torque] testbed

Hi,

There is now a start of a testbed in the torque directory. To use it just
invoke the 'test' target.

Right now it is fairly minimal and does the following give a datamodel
descriptor:

1. Generate the SQL
2. Generate the OM
3. Compile the OM

I will soon add the insertion of the SQL and some runtime tests.

But the minimal testbed is still useful as the testbed isn't currently
passing. I think there's some code in the OM templates that need some
tweaking.
