Description:
Nicola has implemented some nice JS menus for the krysalis-site skin. We should:
a) Port it to the other skins
b) Make it configurable via skinconf.xml (or otherwise).  Two aspects could be configurable:
 - Whether the menus should be open/closed by default
 - Whether Javascript is used at all
