classpath question

shoud i add the web app directory in my classpath ?
i have a application deployed as follows 

webapps 
|
|dms
| |
| |- jsp
|-classes
|dms
| |
| -beans
|-servlets
|-
|-

inorder to access files in the classes dms.* pakage do i have to declare it
in the class path ?
