Navis resolved HIVE-6692.

    Resolution: Won't Fix

Because locations for new table or partition is decided to be read entities by policy, which is felt strange to me still, the remaining part of the patch is whether to use qualified path or simple string for path type entities. I'll close this and make a new issue for that.
