If the contribution is ready and gets attached to this ticket, we can figure out what release version it should go into.  Usually the biggest problem(s) are: (a) licensing of dependent jars, and (b) completeness of the submission (both in code and, for an output connector, for security support).  Usually, once the initial submission has been made, I set up a branch to get everything into a form that is ready to merge into trunk.
