I have created an Ambari 2.1.2 release candidate.
GIT source tag (release-2.1.2-rc2)

Unfortunately, https://issues.apache.org/jira/browse/AMBARI-13245 was still an issue on cluster upgrades and downgrades after the initial patch. A 2nd patch has been applied and tested and has been committed to the 2.1.2 branch.
