Locking a Pane

I have been asked to lock a pane in place (default, first one shown).  When 
a user logs in the first pane that they see will be only customizable by one 
person and pushed down to all the staff.  The other panes if users create 
them will be will always be the second - nth tab.

Can I configure jetspeed so that the user can not modify the first pane?  
And how can I accomplish this task?

I see the link that when the user selects on the pane is 
"/user/u/page/default.psml/js_peid/02?action=controls.Customize" I have not 
learned the framework yet.  I am not sure where the program that displays 
the page is putting the link to allow them to modify and then on the 
"Customize pane" screen not allowing them to change the position of the 
pane.
