I thought of an alternative to the TCP port for agent communication -- a work queue in zookeeper like the SolrCloud overseer.  A separate queue for each agent might be cleaner, but I don't know what the performance implications would be when scaling to a large number of servers.

I haven't worked through all the scenarios in my mind ... but if agent communication is something that we need when not in cloud mode, then zookeeper might not be the right path.
