Would it be possible to migrate dist directories associated with bloodhound from the incubator to appropriate top level directories?

We currently have https://dist.apache.org/repos/dist/dev/incubator/bloodhound as a location to upload artefacts to vote on a release and https://dist.apache.org/repos/dist/release/incubator/bloodhound which I understand works through svnpubsub.

Emails associated with commits should now go to commits@bloodhound.apache.org
