XML Schema based validation error localization not happening . On a japanese machine throws English Error messages

I am using a xerces2.4.0 SAX Parser . When i use XML Shema to validate my XML 
file the error messages that the parser throws always come in English . It 
takes these messages from the XMLSchemaMessages.properties file. There are no 
localized property files for these messages.

 In our project there is an urgent requirement for localized error messages 
(Japanese in particular)  for these schema validations. 
  Is there any other way to do this ? Any other parser which supports this ?
