TTL of a system table controls for how long we will keep all backup meta and backup images (because, they can not be resolved/used without meta) in a system. Default, 1 year, will allow to keep backup meta and backups for 1 year, that can be too low for some customers, i.e. there are some requirements to keep data for at least 5 years in finance and banking AFAIK.

No, it is not necessary. This is HBase table TTL not backup - specific TTL, [~elserj]
