Although this is being reported against Netbeans 12.5, it was also a problem in Netbeans 8.2
If Netbeans (editor) locks up for some reason and must be terminated through the Task Manager (Windows 10), then, when I try to launch it again, the dialog indicating that Netbeans thinks it is already running appears.
The dialog offers a choice of OK, indicating that "yes, I'm sure the application is not really running, so it's OK to continue" or Cancel.
The problem is that clicking OK doesn't do anything. It acts the same as cancel and won't tell me why it will not actually run.
It is necessary to reboot the PC in order to be able to run Netbeans again. This makes it a major issue.
