manual html files missing var extension after upgrade

Did a 2.0.46 to 2.0.47 upgrade on linux from source

In 2.0.46 the Apache manual uses type-map var files. Like index.html.var 
for the index page. You can see these in the apache2/manual directory. 
The manual was working great. 

After upgrading to 2.0.47 there are no var files in the apache2/manual 
directory. The index page is now called index.html instead of 
index.html.var. The contents of this index.html is not html it is the contents
of what should be the var file. The manual is broken:-(
