If we move to the mirroring system by posting the release where http://incubator.apache.org/incubation/Incubation_Policy.html says
distributions *must* be from (which is: www.a.o/dist/incubator/<podling-name>), this is a mirrored site.  This requires that our download page be changed so that it uses some .cgi info to create a mirror selection when the user clicks download.  There are instructions for doing this in the a.o site in the developers section, but we should probably get someone who's done this before to help / verify our work here.

Of course, if we *don't* publish on the mirrored site, we don't have to do this ;-)
