cTAKES Dictionary Creator/Ontology mapping

I'd like to understand the distinction between source and target
vocabularies when building a custom dictionary in cTAKES. Are source
vocabularies used for tagging, and target vocabularies computed via mapping
after, similarly to the ontology mapping files provided by UMLS? If this is
the case, what is the purpose of selecting target vocabularies, if all
could be selected as source?

I'd like to be able to tag concepts with SNOMED, RxNORM, and ICD9/ICD10. I
observed that the default resources do not include ICD codes; I tried as
well to use the provided resources from this thread

but couldn't connect to the database in this case.
