Turning off Github Issues

This is for the migration to Apache JIRA. I've completed putting all
issues from http://github.com/phonegap/phonegap-iphone into JIRA.

I can confirm that when you turn off "Issues" for a Github repo (in
this case, phonegap/phonegap-iphone), this is what I have observed:

* the repo issue tracker is not deleted, just hidden
* you can turn the issue tracker back on, with all history intact
* when the issue tracker is turned off, any existing links to issues
will not work (404)
