IMPALA-15626: [DOCS] Compression levels, Parquet read support
Update the documentation for recent compression and Parquet changes:
- COMPRESSION_CODEC: levels are supported for ZSTD, GZIP and LZ4, not
only ZSTD. Add a table of ranges and defaults.
- Parquet: LZ4_RAW is read-only.
- Parquet: DELTA_LENGTH_BYTE_ARRAY is readable for string and binary
columns.
- Parquet schema evolution: INT/BIGINT columns can be read as DECIMAL,
and widening conversions such as INT to BIGINT are supported.
