[Xalan2J] loadPropertiesFile

Scott,

loadPropertiesFile method in org\apache\xalan\templates\OutputProperties.java does not fall back
to the Thread Context Class Loader to load properties files like output_xml.properties etc. This
is causing problems in ServletExec_3_1+C2.

Can some one look into adding code to fall back to using getResource of the Thread Context Class
Loader in case of problems? The "check CLASSPATH" message should be thrown only if this too fails.
