[VOTE] Release Apache Shiro 1.4.0-RC1

This is a call to vote in favor of releasing Apache Shiro version 1.4.0-RC1.

The 14 issues solved for 1.4.0-RC1:

Of note:
* New modules for Spring boot
* New module for a servlet fragment
* New module for JAX-RS (based off https://github.com/silb/shiro-jersey)
* Guice 4 support
* Shiro.ini string interpolation

We don't typically do 'betas' or 'release candidates', so thoughts on that
are welcome as well (naming, etc).
