Description	

Customer would like to have programmatic access to exceptions that occur in 
the discovery utilities (LD, LLD, LDM). For example, being able to register some 
sort of listener that got called when exceptions occurred, and got passed 
sufficient info to be able to understand the context in which the exception occurred 
(such as the locator involved). This would allow the application to make higher 
level policy decisions, for example, to switch between multicast and unicast 
discovery, or to alert the user of suspected problems.
