Please find attached screenshot.

Steps to regenerate:

1. Go to https://localhost:8443/content/control/EditContentPurpose?contentId=OWNER_BLOG_CONTENT
2. Here you will get form with update button but no field is in editable mode.

IMO, SequenceNum field should be editable. 

Please find attached patch for Release 13.07, 14.12, 15.12 and trunk.
