RLimitCPU and RLimitMEM do not seem to work

RLimitCPU limits the CPU seconds, not wall clock seconds.

Additionally both of these directives take a second argument -- a hard limit.
I don't know, if PHP raises the limits to the max (the hard limit), try setting
them as well.
