compareing file dates

I am working on a project that we are using ANT to compile VB 
projects and then build installs.  I and wondering if there is a way 
to compare file dates (.bas files and .exe).  If and then if the bas 
file is newer than the date on the exe file then compile the project 
and if there are the same then not compile and go on to the next file.

Any help would be greatly appreciated.
