If thats true then you need to update
http://dev.apache.org/how-to-release-win32 as well as
the files in src/os/win32 and src/os/win32/installer as they all are
IS2 ones.

Oh right, in that case I can't build it, I only have IS2 here.

Well, hang on an nS.. I think we moved from IS2 to IS5 as of 1.3.9,
and Randy updated the files in the repository to more closely match
that. Paul's instructions were based on IS2 ISTR, so beware..
Of course, never having used either I'm probably talking through
my hat.

I've got the development environment here, and I've found Paul's old
instructions on how to do the build so I'll give it a go right now.
