[I] Instance Deletion Only if not running in UI [cloudstack]

### The required feature described as a wish
As a User/Admin/Operator I would like to see a check to be added to Instance Deletion to not be in a Running state to be deleted in the UI. I know we can't protect against operator error in all cases; however, this feels like a basic thing other hypervisor won't allow.
