RFC: Remove static Apache module support

I would like to propose that support for building statically-linked 
Apache modules be removed.

According to issue #997 and 
http://svn.haxx.se/dev/archive-2008-02/0085.shtml, this support has been 
broken since mid-2002, *well before* Subversion 1.0.

Therefore I think that this build method is too obscure to be worthy of 
the maintenance burden of supporting it.

A pleasant side effect of removing it will be that the --with-apache 
configure option will go away and no longer confuse users trying to 
build normal (shared) Apache modules.


Further, as this change is mainly a removal of broken code, I think it 
should be considered for 1.5.x backport.
