LinkTag call TagUtils's computeURLWithCharEncoding() on line 475 in Struts 1.2.4 - however that version doesn't tie up with the TagUtils version numbers. Looks to me like you have more than one struts jar in your classpath. Have you an old struts jar deployed in Tomcat's common/shared folders?
