Repro Steps
Setup the cloudstack environment as normal.
Launch browser, go to login page of CloudStack WebConsole.
Choose the JA,SC,KO,RU or BP lanuguages for Login language.

Expected Result
CloudStack WebConsole should display as the target language which is chosen.

Actual Result
Garbled characters display, while choose the JA,SC,KO,RU or BP.
