Description:
The jxr:xref files have a javadoc link at the top.  

There is no generated javadoc for test cases.

So one of two things has to happen
1) Generate javadoc.  No real point, test cases don't typically have a lot of methods or call for javadoc.
2) Remove javadoc link.  Since there is little need for javadoc for a test case, this makes sense.

I'm going with 2. Backing it out is trivial.
