CSoC Proposal: Migrating Apache Airavata PHP Gateway to React with Enhanced Logging

Hello Dev Team,
I am Shanshan Wen, I am a senior student studying Computer Science at
Georgia Tech. I have attached my proposal for the GSoC program.

My migration plan overview as listed below:
*"PHP → admin-portal"*: Indicates that the current admin portal is built
with PHP.
*Task → PHP → React"*: The goal is to migrate specific tasks or components
from PHP to React.
*Log tracing"*: A major initiative, likely to introduce structured logging
and tracing for debugging and observability.

Best regards,
Shanshan Wen
