Three topics are duplicated "client-libraries-python", "cookbooks-message-queue", and "client-libraries-websocket".
Currently, our conclusion is to keep topic as unique, and allow multiple translators for one topic.
When the schedule PR runs well, we can try to associate one topic with only one translator, and try to avoid multiple translators work on the same topic.
