[PR] Skip --explain-why for Python 3.10 in the deps summary job [airflow]

Python 3.10 is losing support in more and more of our dependencies, so the constraints check has far
more outdated packages to explain there, and every explanation costs a dependency resolution. That
pushed `Finalize tests / Deps 3.10:constraints-source-providers` from ~18 to ~27 minutes on `main`
(+52%).
With 3.10 support being dropped in weeks, those explanations are not worth the CI time for that
version: the job now passes `--no-explain-why` for 3.10 and keeps `--explain-why` everywhere else.
The 3.10 job still runs and still reports which packages are outdated - only the per-package "why
can't we upgrade" resolution is skipped. The flag selection disappears together with 3.10.
