    Resolution: Not a Problem

Since the document I generated with FOP 1.1 in Windows with the Arial font is correct then the issue is in your environment/configuration/code.

Probably your configuration file is not being used by your code. Try to configure a font that does not exist and see if you get an exception.  We can help you sort this out in the mailing list. But you should try to run from the command line before you try anything else.
