- Blueprint deploy the cluster with install, configure and start all in one shot.
- In a scenario where user wants to use Ambari to takeover a live cluster, it would become desirable to allow blueprint to only perform INSTALL and CONFIGURE actions.
- This patch allows specification of  a _provision_action_ to allow overriding this behavior.
