[Announcement] jUDDI source repositories, new urls

Per ASF's mandatory migration from git-wip-usto gitbox, all source git urls
have been changed to the following:

https://gitbox.apache.org/repos/asf/juddi.git
https://gitbox.apache.org/repos/asf/juddi-scout.git
https://gitbox.apache.org/repos/asf/juddi-styles.git

As an added benefit, we can now accept pull requests right from github. You
can also commit, push and pull to github endpoints and it all works and
stays synchronized.
