Lucene's IndexWriterConfig provides the option to sort leaf readers when a custom leafSorter is provided. [https://github.com/apache/lucene/blob/main/lucene/core/src/java/org/apache/lucene/index/IndexWriterConfig.java#L494]
The functionality is currently not exposed in Solr config. This implementation provides a leafSorter to customize the segment visiting order by its time stamp, so that recent NRT segments can be traversed first.
