Invalid struts-config_1_0.dtd

When I load up the struts-config.xml using XML Spy
I get the message
Invalid
http://jakarta.apache.org/struts/dtds/struts-config_1_0.dtd
When I validate that file I get:

   Element "CData" is undefined
