is Bundle-ClassPath being overridden?

if you have dependencies defined in the pom with the maven-bundle-plugin,
anything in the <Bundle-ClassPath> seems to be ignored.  is this correct as
that's what I'm seeing for a particular project.

the dependency type = ejb for one and the others are scope = provided.
