File Entity Resolution question

I ma seeing this problem using Xalan and assume it is
a Xerces issue.  File entities within file entities
are not being resolved.  What I mean is the top level
documents file entities get resolved, but the fiel
entities within the ones being resolved are not.  Is
this an expected behavior?  Is it a bug?  Any work
arounds?
