This test (in a header file) was written in 2002 and hasn't been touched
since. The log for r842343 says it's connected to issue 531 which is
marked fixed.

The header is conditionally included into random-test.c and isn't
usually built; if I do build it the PASS/FAIL ratio is about 10/1.

Should we delete it or fix it?
