updating a config file (such as hdfs-site.xml) via puppet can cause hadoop services to restart, which can hang sqlci
That causes test jobs to fail.

This should only be an issue on CDH and HDP platforms, not CM and AHW platforms that are not reconfigured until next re-start of the cluster.

CM restarts hadoop cluster on every job. Still up in the air whether AHW will work that way.
CDH and HDP restart Hbase on every job, but not the entire hadoop cluster.
