I'm a bit confused.

The jaxws frontend and the SOAP binding should definitely be importing the packages from saaj-api.

The JAX-RS frontend should definitely be importing everything from jsr339-api.

Thus, the description of the problem is certainly wrong.   The question is why aren't these being installed if those bundles are importing them.
