Roger is right, we should keep a copy of the released APIs on the website just
like the other commons components. Something like:

http://jakarta.apache.org/commons/configuration/apidocs-<RELEASE_TAG>/

and for the current developpement tree:

http://jakarta.apache.org/commons/configuration/apidocs/

If Maven could generate this automatically that would be great :)
