Settingup Rampup period

Dear Experts,

Appreciate if you could give me feedback whether i have used right ramp-up
time for the following threads. (not to test 'ACTIVE' users but to test
'CONCURRENT' users)

Actually i have used Jmeter 'Thread Group' to generate threads (Concurrent
users) 130 and 500 respectively.

Functions i have tested assume 1. User log-in to the system, 2. Access Data
entry screen 3. Inquiry some sales data for a month 4.Generate a sales
report for a month

Threads and Rampup time set: 130 concurrent users 80 Seconds, 500
concurrent users 300 seconds. Each test ran for 5 min 40 second and 21
minutes respectively. (2 separate threads/Tests).

Actually why i put equal ramp-up time (130U-130sec,500U-500sec) or more,
but i could not see concurrent users/threads(Not active users) for a given
time until i configure a less ramp-up time as above, initially i put 130
users and ramp-up 130 seconds, for 500 users ramp-up 500 seconds (each
thread delay 1 second) but i could not achieve exact concurrent users (i..e
130/500) and it was giving me 100 concurrent users for 130 seconds and for
500 seconds 380 users something like that.

I guess that i have tested a system 'PEAK' time putting less ramp-up time.
is the above configuration is right? is there any other method to i could
use with jmeter thread group and load 'CONCURRENT' users for a given time
and monitor response time of functions.

Note: To have concurrent users 130/500 at a given time i used 3rd part
thread group and it works fine but i see results are different.

Thanks,
Chika
