[QUESTION] Is there a way for a top level project to get some fund from ASF?

Not sure where to ask this so I hope this list could help me.

Is there a way to submit request from a top level Apache project PMCs
for some funding from ASF such as to produce stickers, t-shirts, or
maybe to pay external clusters test machines for long running tests?

For this I would recommend getting in touch with the Press team via press@a.o.

For this I would ask the infrastructure team,
http://www.apache.org/dev/infrastructure.html and
http://www.apache.org/dev/infra-contact . Depending on the scale of
what's requested, the board might need to be involved but that would
go via infrastructure anyway.
